I have the honour to enclose herewith copy of a

despatch and its enclosures which I have this day

addressed to His Majesty's Minister at Peking regarding

a case of extortion by Chinese officials from one Low

Peng Kiah, a British subject of Chinese descent.

I am informed that the Commissioner for Foreign

Affairs at Swatow has already reported on the matter to

the Ministry of Foreign Affairs at Nanking in such a

manner as to prejudice the Ministry against Low; and I

should be grateful if you could see your way to bring the

case to the notice of Mr. C. C. Wu before he reaches any

decision, making such representations as you may think

fit with a view to securing justice for Low Peng Kiah.
